The Applied Research and Communications Fund (ARC Fund) took part in the INSPIRE initiative’s annual conference in Lisbon, focused on rethinking democratic participation across Europe. The forum brought together researchers, policy analysts, and practitioners from universities and civil society organizations in Bulgaria, Ireland, the United Kingdom, Poland, Portugal, Hungary, and the Czech Republic. Participants shared insights on how diverse social contexts shape public participation and the democratic capacities of citizens.
ARC Fund contributed with analytical perspectives drawn from research on models of civic engagement and participation. Using methods such as the Q-method, the Democratic Capacities Framework and Legislative Theater, the analysis identified key social, institutional, and technological factors that enable or hinder civic involvement, particularly among underrepresented and vulnerable groups.
The working sessions focused on translating research findings into actionable strategies that enhance inclusiveness and strengthen democratic practice. Discussions explored data visualization techniques, participatory design methods, and innovative approaches to civic dialogue that bring together citizens, policymakers, and communities.
Through its involvement in INSPIRE, ARC Fund continues to advance its mission to foster innovation and knowledge for more resilient, equitable, and democratic societies.
