Biography
Martin Vladimirov is the Executive Director of ARC Consulting, the consultancy arm of the Applied Research and Communications Fund (ARC Fund), where he advises governments, international institutions, and private-sector clients on the development of strategic projects and policies in low-carbon energy, artificial intelligence infrastructure, and other frontier technologies. His work focuses on accelerating innovation-driven investment, strengthening industrial competitiveness, and building resilient energy and digital infrastructure through public-private partnerships and international cooperation in Central and Eastern Europe. He has led high-level strategic advisory projects on energy transition, critical infrastructure and emerging technologies across the region.
