Knowledge and its transformation into new products, services and processes is a key component for economic growth and social well-being. That is why, in recent decades, innovation and scientific research have been among the priorities on the agenda of governments, science and businesses in developed countries. The manifestation of global challenges in the recent years has been testing the resilience of national economies and the existing business models to deal with the crisis, which calls for a change in the focus of the innovation process and integration of the principles of digital and sustainable development in the EU policies. The European Recovery Plan, the EU budget and NextGenerationEU provide the largest package of incentives to date to build a greener, more digital, more sustainable and more competitive Europe on the Globe. The European economy is showing that it needs a new impulse, a new technological and social push to affirm the Union’s core values, becoming the first climate-neutral continent, according to the ambitious goals set in the EU Green Deal. Bulgaria faces the challenge, but also the opportunity, to actively participate in the formation of these complex political, socio-economic and cultural processes. Bulgaria has the possibility to better position itself and to define its new national innovation policy agenda by participating actively in the creation of the EU innovation policy and determining the programs and priorities for the EU financial support for the next decade.
Innovations are a priority area in which the Applied Research and Communications Fund has developed profound expertise and know-how for policy development and impact assessment.
ARC Fund is a pioneer in the development and implementation of Regional Innovation Strategies (RIS) in Bulgaria, which proved to be a useful tool for policy making in research and innovation at the regional level. Through the pilot RIS initiatives in the South Central and South-West Regions, strategic frameworks for development of innovations at the sectoral and regional levels were elaborated based on in-depth innovation audits of the regional innovation systems and regional innovation performance. The RIS pilot implemented in the South Central Region of Bulgaria was inspirational and provided the grounds for the successful implementation of RIS initiatives in the other five regions of Bulgaria.
In 2004 ARC Fund initiated the National Innovation Forum (NIF), a high-level annual event for Bulgaria, which brings together all relevant stakeholders to discuss the drivers for and barriers to the national innovation performance. The event is organized with the participation of high-level Bulgarian politicians, under the auspices of the President or the Prime Minister of Bulgaria. Throughout the years, NIF has established itself as a consultative forum for policy decision-making focused on enhancing the national innovation policy.
The annual report Innovation.bg of ARC Fund is the only comprehensive assessment of the national innovation system and the innovation performance of the national economy. The report further delivers recommendations for improving the national innovation policy based on most recent empirical data.
In 2004, ARC Fund published the first collection of research on innovation and economic development: Innovation: policy and practice, followed by a second collection in 2008 – Innovation: European, national and regional policies. Renown Bulgarian and foreign researchers contributed to both publications, which attracted the attention of the professional community and established themselves as mandatory in all university courses on innovation management.
The annual National Innovation Forum is a unique event aiming at mobilizing all relevant stakeholders to deliberate about the innovation environment in the country and to propose measures for its optimization.
The Forum focuses on enhancing the cooperation between companies and academia in the country and between Bulgarian and foreign organizations in order to stimulate the national economy and increase the competitiveness of enterprises. The Forum further discusses the need to manage innovation processes at both national and regional levels in the context of the National Innovation Strategy and European policies.
The Forum is organized under the auspices and with the participation of the President of the Republic of Bulgaria, the Prime Minister and ministers and deputy ministers of the Bulgarian government.
Participants in the Forum are from the public and private sectors, Members of Parliament, NGOs, business associations, companies, consultants, intermediaries and financial institutions, media, the European Commission, academic and research organizations, the World Bank, the European Bank for Reconstruction and Development, leading international innovation experts, representatives of multinational companies.
The National Innovation forum features the annual Innovation.bg report and the winners of the National Innovative Enterprise of the Year Contest.

Since, 2004, Innovative Enterprise of the Year contest is open to participants from all sectors of the industry nationwide. It acknowledges innovative companies, which have developed new, or have significantly improved their existing products, services or processes over the last three years. All contest finalists receive ARC Fund’s Excellence in Innovation label. In 2021, Sofia Tech Park joined as a co-organizer of the contest.
The Contest is recognised by the European Commission as the best national practice for promoting the innovative development of SMEs in the country.
Companies are assessed by area of impact according to a specific methodology by a panel of experts and an external jury in the following categories:

- Quality of life
- Digital transformation
- Green Innovation
- Social innovation
- Innovation in creative industries
- Innovative start-ups
ARC Fund’s Label “Excellence in Innovation”
“Excellence in Innovation” is a label of innovation of the Applied Research and Communications Fund, which is awarded annually to the finalists in the National Contest “Innovative Enterprise of the Year”. It recognizes excellence, impact and effectiveness of cutting-edge innovations, developed by Bulgarian companies.
The label is granted to enterprises that have successfully passed the evaluation by experts of the ARC Fund and a jury of leading Bulgarian organizations and institutions within the contest’s framework. The evaluation criteria for acquiring the right to use the “Excellence in Innovation” label include high quality and originality of the innovation, impact on the national and global market, on the environment and society, and effectiveness of the business model.
Currently, it is widely used by more than 120 Bulgarian innovative companies as a valuable promotional tool while entering new markets and business partnerships.

Since 2004, the annual Innovation.bg report provides a reliable assessment of the innovation potential of the Bulgarian economy. It provides independent analysis of the national innovation system and the innovation performance, while providing the basis for further development.
Innovation.bg report provides recommendations for improving public policy on innovation, drawing on the latest theoretical and empirical studies in the world, taking into account the specific economic, political, cultural and institutional framework of Bulgaria’s innovation system. It is designed for the country’s public and private sector leaders.
The report analyses the state and development opportunities of the national innovation system based on five major groups of indicators:
- Gross innovation product
- Entrepreneurship and innovation networks
- Investment and financing of innovation
- Human capital for innovation
- Information and communication technologies (ICT)
Methodologically, the report builds on several existing models in measuring and comparing innovation systems: 1) the European Innovation Scoreboard of the European Commission; 2) the OECD Science, Technology and Industry Scoreboard; 3) the US National Innovation Initiative; and 4) the Executive Index of the Massachusetts Innovation Economy.
The report is reviewed and approved annually by the Applied Research and Communications Fund’s Innovation Expert Council.
