Scientific research and new technologies are recognized as key factors for economic competitiveness and national security. Globally, the development of science concentrates huge public funding, and the achieved scientific results are applied by authorities and business to solving societal challenges and improving the quality of life.
The main goal of the project is to support the Ministry of Education and Science in implementing public policies in the field of science by creating the necessary methodological prerequisites and evaluating the implementation of the Operational Plan for the first stage 2018-2022 of the National Strategy for Development of Scientific Research in Bulgaria.
The main target groups include not only national research system actors but research organizations, universities, Bulgarian scientists working abroad and business. Indirectly, the results of the evaluation of the implementation of the Strategy will support the solution of the existing public challenges and in this sense will be beneficial for the general public.
The main activities of the project include an analysis of international and EU practices in the field of public policy evaluation; development of methodology and evaluation of the Operational Plan for the first stage 2018-2022 of the National Strategy for Development of Scientific Research; updating the plan in line with new European policies and the impact achieved; elaboration of recommendations, including on the basis of surveys and the deliberations with representatives of the target groups.
The project is implemented in partnership with the Ministry of Education and Science and has a duration of 18 months.
