The Innovation.bg Report is one of ARC Fund’s regular publications which, together with the e-Bulgaria Report, follows the trends in the country’s transition to a knowledge-based economy.
The findings contained in this year’s Innovation.bg Report (2005) highlight the low innovative performance of the economy in terms of new product development and patent grants, which it attributes partly to the low-tech character of the Bulgarian manufacturing sector and partly to the underdeveloped innovation system in the country and the inadequate, highly departmentalized government policies in this respect. Business investment in R&D remains the lowest in Central and Eastern Europe at 0.11% of GDP, while government R&D spending is locked into an outdated organizational structure of Academy of Sciences’ institutes, which lack results-oriented incentives to perform better. The new instruments of the national innovation policy, such as the National Innovation Fund and National Science Fund remain underfunded and fail to support adequately the strong participation of the private sector into EU RTD and innovation framework programs. The report presents the major challenges facing Bulgaria on its way to a knowledge-based economy and outlines the optimal policy options available to achieve this target faster.
The report continues the tradition set by another of ARC Fund’s annual publications – the e-Bulgaria report which monitors Bulgaria’s preparedness for the information society.
The report pursues three main objectives:
- to make an overview of the level of economic development of Bulgaria in the context of capital and technology supply;
- to describe the existing institutional and organizational structure of the Bulgarian National Innovation System and the market environment in which it operates;
- to analyze the state and possibilities for future development of the Bulgarian National Innovation System on the basis of five groups of indicators: gross innovation product, entrepreneurship and innovation networks, investments and R&D financing, human capital and ICT.
