The first SYNCLUSIVE policy brief is intended for EU stakeholders, as well as those on a national and regional level, that are involved in the inclusion of vulnerable groups in the labour market. It introduces the project and its main objectives, presents the ENGINE approach and regional coalitions as innovative strategies to improve the recruitment, retention and career development of vulnerable groups in the labour market, updates the findings on the challenges faced by vulnerable groups, and shows how SYNCLUSIVE can align with and potentially improve existing policies.
SYNCLUSIVE aims to implement a systematic approach to closing the employment gap and creating a more inclusive labour market for vulnerable groups. At the core of this project is the ENGINE approach, which organises, develops and implements a tailored set of interventions at different levels of the labour market, where the positions of current workers and jobseekers are improved simultaneously and in an integrated manner. The approach relies on the creation of “living labs” in specific regions where active interaction occurs between all local stakeholders – including employers, municipalities, educational institutions, third sector organisations and social security organisations. This first policy brief of the project identifies four main types of labour market challenges faced by the unemployed, as well as workers seeking upward mobility. It moreover identifies universal mechanisms and success factors for integration policies in different regional contexts.
