SYNCLUSIVE Regional Coalitions for Inclusive Labour Markets

The SYNCLUSIVE project aims to implement a systematic approach to bridging the employment gap and creating a more inclusive labour market for vulnerable groups. Its second policy brief draws on the experiences derived from national living labs held in Bulgaria, Finland, the Netherlands and Portugal, and explores how coalition-based strategies may address the systemic barriers in the labour market faced by vulnerable groups. If they are left unaddressed, these barriers often result in fragmented service provision, mismatched priorities, and governance gaps.

The role and impact of regional coalitions – i.e. the collaboration between employers, workers, training providers, and social services – comprise a significant aspect of the policy brief, as vulnerable citizens’ path back into the labour market is a complex and multidimensional process that requires the effort of numerous societal stakeholders. This policy brief thus provides both frameworks for the formation and strengthening of regional coalitions, and important insights and lessons derived from each country’s living lab. 

Finally, the policy brief presents tailored policy recommendations that aim to achieve systemic change through actions in three areas of intervention: system and policy structure, coalition practice and adaptive processes, and stakeholder engagement.
